The following patch tweaks the phoenix-bin ebuild to match the gtk+ requirement to that of mozilla. Phoenix runs just fine with gtk+ 1.2 but after installing phoenix, an emerge -up --deep world shows that gtk+ and glib will be "upgraded" to their 2.0.x counterparts. By selectively using the gtk2 USE flag, this is prevented and Phoenix continues running happily. (This bug report posted via phoenix actually -- no gtk2 glib2 installed).
