yes, just `emerge rsync ; emerge world -u` and you'll be just as updated as all the other 1.4 people
actually since this is a common misconception we'll get something added to the FAQ
we need something that explains to end users that there really is no difference between the 1.4 releases after they've installed ... explain that Gentoo 1.2 and earlier were all glibc-2.2.x based and that Gentoo 1.4 and later are glibc-2.3.x based as such, there are ways to update from 1.2 to 1.4 w/out reinstalling ... but to reinstall while running versions of the same glibc is pretty much pointless due to the way we 'upgrade' ... that is to say that a 1.4rc1 machine that does `emerge rsync ; emerge world -u` is the *exact same* as a guy who installs 1.4rc2 or 1.4final and does `emerge rsync ; emerge world -u` ... the *true* differences lie in the installer ... i guess tackle this however you want ;)
