This bug is confirmed under KDE 3.4.3 and 3.5.2 under x86, ~x86, amd64 and ~amd64.

Control Center -> Regional & Accessibility -> Keyboard Layout

Layout tab: Add 2 or more languages

Xkb Options tab: Enable xkb options

Under "Group Shift/Lock behaviour" enable "Alt + Shift" or any other key combination and you will notice that the group change is not performed. It simply does not work.

Does this mean that it's been over a year that they know of this bug and they didn't want to fix it? TTTT I am using the Greek layout as well, however it doesn't work with any other as well. Maybe only Greeks use this option inside KDE :/

Workaround is to completely disable 'Keyboard Layout' inside KDE, alone with the language flag applet.

In xorg.conf add all desired keyboard layouts and set the desired key stroke combo to perform keyboard layout changes.

e.g.

Option "XkbLayout" "es,el"
Option "XkbOptions" "grp:alt_shift_toggle"

There are bugs sitting much longer than this one. But it's not different to what we have with Gentoo: Stuff remains broken, because of not enough helping hands.

Unless you want to examine the problem, resolve as upstream, please.
