It seems the ebuild is missing sdl_ttf dependency

it stopped at cunfigure while looking for SDL_ttf,
after i emerged it, lincity-ng emerged ok.

It is a dep.  You have broken libraries probably because you didn't remerge things after upgrading a library.  Looking at the config.log in the build directory should make it easy to tell what you need to remerge.
