When I did a world update this morning, emerge wanted to install all of
xf86-video-*. I have VIDEO_CARDS="ati" in /etc/make.conf, but ati is not
listed anymore with x11-base/xorg-x11-7.0-r1:

As seen above, my workaround to this was to add "dummy" to my VIDEO_CARDS so
that only this driver will be installed. However, the correct fix would be to
re-add ati to xorg-x11.

As Donnie Berkholz announced on the gentoo-dev mailing-list [1], VIDEO_CARDS="ati" has been splitted to VIDEO_CARDS="mach64 r128 radeon" in the modular X ebuilds. No idea if that also affects the monolith X.

I see. Yeah, didn't recognize "-mach64%", "-r128%" and "-radeon%". OK, I've
set VIDEO_CARDS=radeon" now.

well, at least http://www.gentoo.org/proj/en/desktop/x/x11/modular-x-howto.xml
this howto should be fixed (it provides an example of VIDEO_CARDS="ati"). many people with ait cards obviously use this example and gonna file more duplicate bugs
