net-analyzer/rtg startup script gratuitously starts mysql on localhost.

rtg is dependent on mysql client libraries to build and run, but it does not require the mysql server to be on the local machine, and therefore /etc/init.d/rtgpoll should not have "need net mysql" listed in depend(). "need net" is sufficient.
