When I try to emerge libgdiplus, it fails. The last lines are:

Upgrade your toolchain to latest stable versions before reporting toolchain issues.

Also, you clearly didn't follow the gcc upgrading guide (the revdep-rebuild part).

Moreover, you've changed your CHOST without running emerge -e system at least.
