The g.d.o. is distorted until http://images.paypal.com/images/x-click-but21.gif is loaded from Paypal (because of its ALT text,

'Make payments with PayPal - it's fast, free and secure!' is too long (main frame is half-screen wide until the graphic loads).

Proposed solution:

Option 1:
Replace alt= text with 'Make a Donation' like on the button.

Option 2: move the graphics itself to the w.g.o. site

Been there since it went into CVS on Sat Nov 9 18:37:40 2002 UTC
Don't know why it takes you so long to get a 574 byte long file, but the alt text could be 'Donate to Gentoo' indeed.
