That is weird!! 

I am not a "hands-on" guy, but I decided to take a look on the e-build myself. AS I tried 

USE="threads" FEATURES="keeptemp keepwork noclean" emerge libpq  

The thing compiled flawlessly...

Odd. I have the same problem on x86_64-pc-linux-gnu.  Updating this via 'emerge world' makes it fail claiming the platform is not thread safe.

However, doing it like this

USE="threads" FEATURES="keeptemp keepwork noclean" emerge libpq

compiles it fine.

Could this be a problem with the environment?  Or is the autoconf macro not yet mature enough to perform this test reliably across architectures...

Ran into the same issue.  Was able to compile this by changing my CFLAGS from
CFLAGS="-mcpu=athlon-mp -O3 -pipe"
to
CFLAGS="-O3 -pipe"

Appears not to like -mcpu.

Switched (as I should have long ago) to -mtune=athlon-mp and that also works.

Closing. Looks like obsolete CFLAGS. Compiles fine for me with -march=pentium4 -O2 -mno-tls-direct-seg-refs

I just ran into this on an x86 system as well.  Looks like -Os will trigger it.  Reset to -O2 for this ebuild and it went fine.

If you (as I do) have done 'emerge -e' before last updating glibc, try to reemerge sys-apps/sandbox. WfM.
