No, it doesn't. That's how portage handles slots. You need to package.mask =dev-lang/php-5* if you don't want it. And you need to switch to dev-lang/php first: http://www.gentoo.org/proj/en/php/php-upgrading.xml dev-php/{php,mod_php} is dead, unmaintained and unsupported.
