IMHO an RSS feed for portage additions (i.e. new packages, not updates of existing packages) would be quite reasonable (==RSS of http://packages.gentoo.org/new/)

There actually is one it's just not published because I've been meaning to tidy it up.

Please see the new packages.g.o site, it has this feature.
