I ran the basic system check:
/usr/lib/heartbeat/BasicSanityCheck
and I found out that it produces 6 errors for crmd, cib amd ccm.
It should finish without errors.

grep ERROR /tmp/linux-ha.testlog

where /tmp/linux-ha.testlog is the output of the /usr/lib/heartbeat/BasicSanityCheck

could you try to:
- sync the portage
- unmerge your heartbeat
- remerge heartbeat

...I cannot find this problem on my test machines.
