The Developer Handbook still reflects the outdated TLP-structure and needs to be updated to the current structure described in GLEP 39.

Please fix this. I already got a quiz which refered to this outdated TLP structure.

Proposed changes

I removed quite a lot from the old version, please comment at the attached file, it's quite possible it contains errors or misses some things that should be mentioned here. Anyway, it may be a start.
