I think app-admin/sysklogd, app-admin/syslog-ng, app-admin/metalog, and app-admin/msyslog should be added to the GRP as well as any other packages mentioned specifically in the install documentation. gentoo-sources would be handy as well. I see no reason for GRP not to contain these packages if it's going to contain GUI packages for the purpose of getting a fully-working system up and running faster than the time it takes to emerge from source.
Yes, agreed. Also there should be binaries for any other base level things you need, like at least one set of kernel sources, etc. Would allow for offline installations. Full offline would likely also require a portage snapshot as well
