Using PORTAGE_RSYNC_OPTS instead of hardcoded defaults

that's the same box as lists.gentoo.org, which is down right now because of power issues. (see -user and -dev).  We should have taken it out of the rsync rotation, but overlooked that.  Should be back up within an hour or so.
