rc-status returns 1 even when all services are started successfully, and no (visible) other error occured. 0 should be returned if there was no error (as defined/quoted by http://www.opengroup.org/onlinepubs/009695399/functions/exit.html) or there should be an error message stating which error occured or it should be documented which returnvalue has which meaning.
