Meta bug for upgrade to xhtml-1.0 Strict.

Stage 1 of wwwredesign is to transition all sites to xhtml-1.0 retaining the classic layout. Once all sites are valid xhtml-1.0 a simple change of stylesheet will allow us to apply any layout/design to ALL the websites at once. 

Seperate bugs for each site will be opened blocking this one. This bug can be closed once all sites have been uprgraded, made live and had any bugs squashed.
