Looking at amuleweb man page I've found that to fork the program to the background is necessary to add the option "-q".
The init script doesn't add this option and doesn't get it from the conf.d/amuleweb conf file, so the init can't start the process. 
I had to insert this option manually into the init script and for now the problem is solved.

(didn't tried masked version 2.1)

same behaviour with 2.1 (on amd64 to give some more info)
well... just i'm here, i added an option to choice the template of amuleweb...
i attach amuleweb.confd and amuleweb.initd fixed...
