Patch for pugs' Makefile.PL

Pugs takes parrot's build dir from parrot-config (and thus requires parrot's compiled source tree).
Since we copy parrot_config.o to $PARROT_PATH anyway, and that's all pugs really needs, we just hack^H^H^H^Hpatch Makefile.PL to look for it in $ENV{PARROT_PATH}.

Not too clean, but I believe that's currently the best way around this problem (will hopefully be fixed in Pugs' next release).
