summary line says it all ... when i emerge a package that has a
pkg_setup func defined, it is run 3 times before Unpacking source,
once before compile, and once before install ...

so my guess is its run before every func ...

also, sandboxing is now enabled in pkg_setup ?
or is this a sideaffect of above bug ?

Fixed in newer .47's
