The dedicated useflag for freeciv makes freeciv only install the server, but not the client. According to the dedicated useflag description it should only add dedicated support and not remove support for the client. 
Freeciv depends on the server, so building it without it would be senseless. So I suppose to remove the dedicated useflag for freeciv completely.

What's your problem with definition of word "dedicated"? Don't set USE="dedicated" if you want client, period.

dedicated - Adds support for dedicated game servers (some packages do not provide clients and servers at the same time)

So the dedicated useflag doesn't do what it should.

Yeah, and dedicated game server is NOT a client...
