very similiar to this bug: http://bugs.gentoo.org/show_bug.cgi?id=95876

when switch from runlevel 3 to 1 or form 1 to 3 I get a login prompt but if I press [enter] i get a shell. this all happens to all the other vt/n.

this behaviour doesn't happen with other distros (tried on ubuntu and slackware) as it should be. it seems the problem is some rc script of baselayout.

STEP TO REPRODUCE:
1) # telinit 1
2) watch what happens
3) # telinit 3
4) watch what happens

This problem still lingers in 2006.1, is anyone working for a resolution?
I think it's not just a matter of baselayout, it also applies to sysvinit. 
Both sulogin and agetty are trying to acquire tty1 at telinit 1, so maybe sulogin in /sbin/rc should only be called when user is NOT at tty1? Or, agetty should not be forked for tty1 at runlevel 1?

This should be fixed in baselayout-1.13.0_alpha9
