While compiling anjunta 1.0.1 from its ebuild, I get the following message:
cd ../global-tags && make system.tags

anjuta is a bit of a black box if it comes to deps.. though i doubt it really
depends on sdl. It looks like the tag generetor hits a snag with the sdl config
stuff or something. 

Do you have sdl around (i suppose not), try and install it.

i built it without SDL and it still works fine for me, since i cant reproduce
and there's no further info closing.

Perhaps I could list my packages and send this list to you, so you can test it
with it?

way too much work to be honest, i dont have a compile farm here just a pretty
old sys. but you could attach it anyway.
