since all of the tools in gentoolkit are python or bash it seems quite silly to still DEPEND on perl

It is needed for qpkg, which while deprecated is still installed. (Its one use of perl is trivially changed, or qpkg could just be removed, though.)

echangelog also uses perl. Recommend close as invalid.

You're right, Jakub. In my defense I was working on bug 211055 when I posted comment #2. As you can see, gentoolkit-dev may get merged into gentoolkit in the future; however, I would like to see all of gentoolkit use python at some point in the (possibly distant) future.
