With suexec enabled in apache, I cannot use mailman's web interface for 2 reasons:

1) /usr/local/mailman/cgi-bin is outside the suexec path.
2) mailman comes configured to be run as apache, which has UID 81, which is less than the suexec minimum UID.

So are there are ways around this?  Can I disable suexec for a virtualhost?

Suexec is all or nothing, it can't be disabled on a per-vhost or per-directory basis.

Not possible to disable suexec per-vhost, go ask upstream for other solutions.
