According to the handbook for the manual installation (http://www.gentoo.org/doc/en/handbook/handbook-x86.xml?full=1#book_id3525432_chap3) a stage 3 should be on the Installer-CD. http://www.gentoo.org/doc/en/handbook/handbook-x86.xml?full=1#book_part1_chap2 also mentions "Contains everything you need. You can even install without a network connection." as a pro. As far i understand it, this is not the case. Networkless installation is only possible with the installer, the stages themselves are not available on the x86 installer CD. Maybe someone can verify this, i haven't had my hands on the installer CD myself, but there enraged forums users complaining about it can't be wrong. ;-)
the handbook is accurate. you can install gentoo without a network connection. it just requires that you use the installer. the installer-livecd contains all the files necessary to generate a stage3 environment on the fly, and this is what the installer does. so while there is no actual "stage3.tar.gz" on the installer-livecd, there is an equivalent as long as you use the installer.

FWIW, I've added another note which says : Important: If you are on x86 and using the Installer LiveCD, you will not have stages on your CD. You will have to follow instructions for Using a Stage Tarball from the Internet. Visible at http://gentoo.org/doc/en/handbook/handbook-x86.xml?part=1&chap=5#doc_chap3 which should make things very clear, if there was some confusion before.
