From tclx-8.3.ebuild:

[ $ARCH = alpha ] && append-flags -fPIC

Please move this out of global scope.

From the looks of the ChangeLog alpha/other may not need to append-flags 
anymore at all now.

yeah, our PIC situation is pretty sane nowadays ... things like that should no longer be needed ...

yeah, this has been fixed in newer ebuilds which are stable, so we can just cut the 8.3 ebuild
