Hey carpaski

Just a note about this.  The ability to say emerge foo.tbz2 without having to
muck with PKGDIR would be great if you can find a simple way to do it.  It's not
essential for GRP (already have worked around this), but it would make life a
lot easier for users that wanna install pkgs in the future for sure.
