I just noticed this on the kernelnewbies.org wiki:

"...Due to some of those changes, only udev versions 071 or higher will be able to run in 2.6.15."

..and the problem has come up a few times in #gentoo as well.  I believe adding an RDEPEND to gentoo-sources and other ebuilds would prevent the issue.
