Please reopen when you have the problem with the latest stable version. KDE 3.4.1 is not supported anymore.
Sorry I did not specify explicitly, but I am using amd64 arch and KDE-3.4.3 is the latest officially stable version on amd64.
I fixed it manually by adding: report_location=EDDF to my ~/.kde/share/config/weather_panelappletrc Now everything seems to work fine.
I had a look at KWeather (KDE 3.5.1) and there are weather stations to add. Afterwards you should find them in the drop down list - if not this

When you want to have a field again to directly enter the code, you'll have to file a wish at bugs.kde.org, but looking at the open bugs² and kde svn activity it seems like KWeather is more or less unmaintained. Nevertheless, this should be fixed upstream.
