[I hope this isn't a duplicate - I couldn't see it in the 200 bugs my search 
found.]

A new user will follow the installation instructions linearly, and when he 
boots into his new system for the first time he will expect to resume browsing
the instructions where he left off. But no browser has been installed, and by
this time he may have USE flags implying a large dependency set.

Please include a specific instruction in Chapter 9, Installing Necessary System
Tools. It should include any negative USE flags to get a minimal text browser.

Errrm, like type 'emerge links/elinks/lynx/...' and be done with it? Why should we document such stuff and suggest that all people need console-based browser?

If a user needs and wants to have some program in the system, he installs it. 
I see no point in asking everybody in the handbook to install a text-based browser, whether they need or don't need it. 
Thanks for reporting but i have to mark it as WONTFIX.
