Not true - gamin supports inotify, dnotify, and file-polling (in that order). gamin is a drop in replacement for all things fam and does a much better job even if you don't have a fancy kernel. Also, the guide doesn't make it obvious enough that you have to "emerge gamin" after unmerging fam, and it should also state that gamin doesn't have an initscript.
