I suggest gnucap reference manual from http://www.gnu.org/software/gnucap/man/index.html to be added to /usr/share/doc/gnucap* If the user is working in a train and he needs a reference, he needs an offline copy.
Is that available on the homepage as a tarball? If so, it could be installed with USE=doc, otherwise tough luck, I'm afraid.
