I run 'emerge usbutils' and it looks like it's unable to find 'usb.ids-20030906.gz' on any of the mirrors I am using.

Running 'uname -a' on my system gives:
Linux imladris 2.4.22-gentoo-r5 #3 SMP Thu Feb 19 19:37:42 GMT 2004 i686
