There is a problem with button for documentation in eric because it takes wrong environment' variable. It takes PYTHONDOCDIR when shoud take PYTHONDOCS. The mistake is in eric/UI/UserInterface.py file.

Well, with the latest version of eric3 (3.9.3) it seems to be possible to overwrite that path in the settings. On my machine, PYTHONDOCS is undefined as well. I would therefore say that this isn't really a bug anymore.
