you tell me

why dont you try doing `LC_ALL=C emerge gettext` and see if it works

well, it does not work with POSIX. It looks like setting the locale outside the test does not affect the result (ie 'LC_ALL=something make check' or 'LANG=something make check').

so you went into /var/tmp/portage/gettext-0.14.4/work/gettext-0.14.4/gettext-tools and ran `LC_ALL=C make check` and it failed in the same way ?

yes, and so it did  with en_US.UTF-8 in LC_ALL or LANG.

I edited the test list so that only the lang-csharp test is run because the whole testsuite run takes quite a bit of time to complete.

It still fails in sys-devel/gettext-0.14.5

0.14 is no longer in the tree, cannot reproduce with 0.17.
