No such file 'util-linux-2.11y.tar.gz'

On installing gentoo from scratch, when doing 'emerge system' it cannot get the
file util-linux-2.11y.tar.gz off the servers and it appears to be not-present on
all mirrors.

Well the package isn't on ibiblio or any of the mirrors, so it's still relevant.
 You can't be reliant on one server for a critical package.

I temporarily got around it by masking that version of util-linux.
