I downloaded the source tar from xfce and found that if

./configure --enable-panel=yes

is used then xffm 4.2.3 will run.
It is not enabled in the ebuild

Comment 4 Josh Nichols (RETIRED) gentoo-dev 2006-12-27 18:41:16 UTC
The ebuild includes --enable-all, which should include --enable-panel.
Comment 5 Samuli Suominen (RETIRED) gentoo-dev 2007-02-26 15:25:37 UTC
"emerge xfce4-panel xffm" and if the problem is still there, reopen. meanwhile, this seems "a dead" bug.

besides, xffm is replaced by thunar upstream. we still have xffm is stable, but not for long.
