I wish that Gaim would honor the LINGUAS flag. It only installs the English version, even though many translated versions are available. Please enhance the new 2.00 ebuild.
gaim is localized, perhaps you are missing USE=nls?
Depends on your language then.. Gaim is available for Windows in Finnish, but the +nls flag does not give the Finnish version for me on Gentoo. Haven't tried the source, or checked .configure --help, though. But it exists, anyway. I tried both 1.5 and 2.0 versions.

We don't write translations, request them upstream. http://gaim.sourceforge.net/i18n/
And - I checked again and Finnish is normally available, which means your locale is set incorrectly. http://www.gentoo.org/doc/fi/guide-localization.xml
