currently exim ebuild does not support modular X dependencies

Actually this method is somewhat against the recommendation because in exim ebuild the RDEPEND is pulling from DEPEND ...

Fixing this as discussed in the gentoo-dev mailing list, in preparation for
modular X's unmasking.
