Bug 119381 – New ebuild for the multicast testing tool ssmping

This is an ebuild for a multicast testing tool I've written called ssmping. It does really consist of client and server and can test reception of both SSM and ASM multicast. I have had a large number of downloads and other people have made packages for other distros, so I believe it is of sufficient interest to add to portage.

I am happy to maintain this ebuild myself
