I built 5 gentoo servers with PEAR-PEAR-1.3.6-r2 and -r3, on different platforms.  Every system returns the following when running pear -V:

# pear -V
PEAR Version: @pear_version@
PHP Version: 5.1.1-gentoo
Zend Engine Version: 2.1.0

Since the pear version is bogus, pear will not install packages.

Fixed in dev-php/PEAR-PEAR-1.3.6-r4.
