This bug was present in baselayout-1.12.0_pre14-r1, and is present in baselayout-1.12.0_pre14-r2 (don't know about earlier versions). I have installed ifplugd/netplug(tried both), setup rc to run in parallel mode. Everything seems to be ok until noip and netmount are trying to be started... system complains:

Warning: noip requires net.eth0 to run
Warning: netmount requires net.eth0 to run
(or sth similiar ;P)

and none of this services is run.

Should be fixed in baselayout-1.12.0_pre15
