The last line in /etc/cron.daily/syslogd.cron is:

/usr/bin/killall -HUP syslogd

It should be:

/bin/killall -HUP syslogd

I am not (yet) an experienced Gentoo user, but it looks as if file syslogd.cron is installed as part of package app-admin/sysklogd-1.4.1-r2
