Not to sure my_conf="--with-radius" is needed in the ebuild

No idea what are you requesting. Package name (not multiple-line description) belongs to bug summary. If that's pecl-radius by any chance, then it's available in our PHP overlay (http://svn.gnqs.org/projects/gentoo-php-overlay/).

Sorry didn't know, yeah it's pecl radius. Will I close this and the odbtp bug and  add them to the overlay?

dev-db/odbtp-1.1.4 and dev-php{4,5}/pecl-odbtp-1.1.4 were added to the PHP Overlay's [1] testing/ branch, please get them from there. dev-php{4,5}/pecl-radius-1.2.4 is also present in the PHP Overlay's experimental/ branch.
