An ebuild is provided at the given URI.
As far as I understand the tar has to be pushed manually to the mirrors.

It would be nice to add RDEPEND="vim? (app-vim/initng-syntax)" to the initng ebuild.

cant add PDEPEND for syntax until ebuild itself is in portage

So how do we go about getting the ebuild for this into portage so we can then modify the initng ebuild?

Start by getting it listed on vim.org.

Sorry, I don't think there's enough demand for this script to justify it being in the portage tree at this time.
