Every newcomer that comes to http://www.gentoo.org/doc/en/index.xml?catid=upgrade has to read this information, which is the least relevant one to the thing he's looking for. This should be by small print somewhere in a footer and not the first thing one reads under the headline. The user comes with a desire to get answer to his question - how do I do thing XXX - and doesn't care about what licence the website is. This is wasting time of lots of users and distracting them from reading the documentation. I suggest this to be removed.
I use this page for years and never considered an information about the license, about where to report bugs and about those who maintain documentation as useless. I think it's very relevant and users should know this. Thanks for reporting, but i think it has to stay the way it's now.
