Right now the QtRuby ebuild is filed under kde-base/qtruby, as one of the kdebindings sub-packages. But QtRuby is being developed independently from kdebindings.
You can find latest QtRuby releases at http://rubyforge.org/projects/korundum/

Please, may you write ebuilds for these new releases instead?

The one in portage is as up to date as the one at rubyforge - because I packaged them.

The KDE based one is generally always going to be more up to date than rubyforge, because the development is done at the KDE site.

But right now I can see a qtruby .11 released on 2006/01/01. kde-base/qtruby-3.5.0-r1 is not as new, isn't it?

Yes, qtruby 3.5.0-r1 is the latest.  I updated qtruby at rubyforge to reflect the changes in KDE's 3.5.0.
