When emerging lives-0.9.5 with USE="-jack", the build fails with:

In file included from main.c:43:
jack.h:7:23: jack/jack.h: No such file or directory
jack.h:8:28: jack/transport.h: No such file or directory

jack.h:15: error: syntax error before "state"
make[1]: *** [main.o] Error 1

When the jack USE-flag is used, there is no problem. If jack is mandatory, why have a USE-flag for it?
