In the mailing list it has come up that new users are a little confused when 
they run etc-update and *** script finished is returned.

This happens when there aren't any ._cfg????_* files to process

It seems that if cfg_files (on line 71 of etc-update) was checked and if the
count was 0 then a message could be printed out saying "No updates to process" 
or something similar.

When there are updates I think it is fairly obvious what he utility does.

A trivial bug but it might make the migration to Gentoo simpler for new users
